Os INFFs são compostos por quatro blocos de construção.

Cada bloco de construção representa um componente crítico na construção da capacidade nacional de planejar, mobilizar e gerenciar estrategicamente o financiamento necessário para os resultados do desenvolvimento sustentável. INFFs são processos iterativos, com o progresso em cada bloco de construção reforçando os outros.

O Força-Tarefa Interagências sobre Financiamento para o Desenvolvimento desenvolveu materiais de orientação para cada componente básico e uma fase inicial para apoiar os países interessados em desenvolver e implementar INFFs.
