Cape Verde's Strategic Sustainable Development Plan 2022-2026 (PEDS II) transforms the country into a “Platform Nation” through economic diversification, with a 555 billion CVE budget targeting 7.7% average GDP growth and debt reduction to 105% of GDP by 2026.

The plan operates through 28 programs across four interconnected pillars, with the Economy pillar receiving 45.6% of the budget, Social 25.2%, Sovereignty 11.2%, and Environment 4.3%. This comprehensive approach targets reaching 1.2 million tourists while achieving a positive primary balance of 0.2% of GDP and maintaining average inflation around 3.8%. The strategy centers on developing Cape Verde as five strategic platforms that work synergistically to drive national transformation. The Tourism Platform focuses on diversification across islands and products, while the Maritime Platform advances blue economy transition including ports and fisheries development. The Aviation Platform leverages Cape Verde's strategic Atlantic location, and the Digital and Innovation Platform aims for 25% GDP contribution by 2030. These platforms are complemented by Financial center development to create a comprehensive economic ecosystem.

The strategy emphasizes private sector leadership in catalytic projects while strengthening diaspora engagement, agricultural transformation, and energy transition. This integrated approach ensures comprehensive social protection expansion occurs alongside fiscal consolidation and macroeconomic stability, creating a sustainable foundation for Cape Verde's emergence as a dynamic, diversified Platform Nation in the Atlantic region.
