São Tomé and Príncipe’s Integrated Financing Strategy for Development is the main instrument of the country’s Integrated National Financing Framework (INFF), designed to make the National Sustainable Development Strategy 2026–2040 economically viable. Building on the Development Finance Assessment, it brings existing plans and reforms under a common financing approach and sets out prioritized actions for the first phase of implementation from 2026 to 2030.

The strategy focuses on three interconnected priorities: increasing the availability and impact of public finance, removing infrastructure constraints to economic development and accelerating inclusive private sector development. It promotes stronger public financial management, more strategic use of development assistance, sustainable private investment, climate and biodiversity finance, financial inclusion and the formalization of the informal economy. Together, these measures aim to expand fiscal space, strengthen economic resilience and better align financing with the country’s development and climate priorities.
