Background

The Sevilla Commitment, adopted at the Fourth International Conference on Financing for Development (FFD4), reaffirmed the importance of country leadership in mobilising and aligning finance with national sustainable development priorities. The Sevilla Platform for Action translates these commitments into concrete initiatives to accelerate implementation.

Integrated National Financing Frameworks (INFFs) play a central role in this agenda by helping countries strengthen national financing strategies, coordinate reforms and align public, private and international finance with sustainable development priorities.

The INFF Facility supports this agenda through Sevilla Platform for Action initiatives.

About the event

Co-hosted by UNDP and the Government of Spain, the Financing the SDGs Dialogue will convene government representatives, development partners, international financial institutions, the private sector and practitioners in Madrid from 27 to 29 October.

  • Day 2 (28 October): Country-led financing approaches, including INFFs, country platforms and thematic financing solutions.
  • Day 3 (29 October): Financing instruments, scaling solutions and priorities for international cooperation and follow-up.

09:00–10:30 | Panel 7: Country-Led Approaches to Financing through Integrated National Financing Frameworks

This ministerial discussion will explore how countries are using INFFs to translate national development and climate priorities into concrete financing reforms and results. The discussion will also consider how the INFF Facility can help countries move from strategy to implementation.

12:10–13:15 | Session 2.1: Country Platforms in Practice: From National Priorities to Investable Pipelines

This session will explore how country-led platforms can translate national development and climate priorities into investable pipelines and mobilise financing at scale. Discussions will focus on government ownership, institutional coordination, pipeline development and the role of INFFs in aligning public, private and international support behind national investment priorities.

13:30–14:30 | Spotlight Lunch: Financing Zanzibar's Future: INFF in Local Action

A special lunchtime screening of the short film “Financing Zanzibar's Future: INFF in Local Action”, organised in partnership with the Local2030 Coalition, followed by a discussion with representatives from the Zanzibar Planning Commission and CRDB Bank. 14:45–15:50 | Session 3.1: Integrated Financing for Development, Climate and Nature

Co-organized with the Country Platforms Hub, this session will explore how countries can translate climate, nature and other environmental commitments into coherent financing strategies and investments. The discussion will highlight practical financing solutions, including BIOFIN-supported approaches and Angola’s sustainability bond, to mobilise private capital and scale integrated finance for climate, nature and sustainable development.

14:45–15:50 | Session 3.2: Gender Finance: A driver of economic growth

A country-focused discussion on how gender-responsive finance can drive economic growth while advancing gender equality. Beyond the above sessions, INFFs and country-led financing approaches will also feature in discussions on private finance, inequality, local development and financial inclusion throughout the event.
