Background

Southeast Asia is at a pivotal juncture. As ASEAN’s energy demand is projected to account for 25% of global growth by 2035, the region must balance rapid economic development with an urgent shift toward sustainability. With most ASEAN Member States committing to net-zero targets, there is a clear direction—but delivering on these ambitions requires bold, coordinated financing strategies.

Integrated National Financing Frameworks (INFFs) offer a critical tool to turn national and regional low-carbon goals into real, investment-ready strategies. By aligning public budgets, policy reforms, and private capital, INFFs help governments map financing needs and mobilize resources for clean energy, green industry, and climate-resilient infrastructure.

This session will explore how INFFs can serve both national strategies and regional coordination—unlocking investment, overcoming financing barriers, and accelerating ASEAN’s low-carbon transformation.

About the side event

This working-level side event will bring together ASEAN policymakers, private investors, and development partners to examine how INFFs can be used to finance Southeast Asia’s low-carbon transition.

Participants will:

  • Share country experiences using INFFs to structure and implement financing strategies
  • Discuss how to scale investment for integrated power systems, clean industry, and sustainable infrastructure
  • Identify institutional gaps and practical actions to align public, private, and blended finance at both national and regional levels

Designed as a candid dialogue and problem-solving space, the session will generate policy insights and collaborative opportunities to shape ASEAN’s sustainable finance future and contribute to the Seville Platform for Action.
